Need to modify Base.cfg for textures

What about the need to modify Base.cfg so that custom textures can be loaded? We'll have to tell the user that we need him to add a few lines to this file. Is that "recommended" by the Add-on etiquette? (Sorry, I'm not sure of the format of talk pages so I apologize if this format is wrong)
